Mark Kaplan is the past Vice President and General Manager of Israel Independent TV News (June 2007 to July 2009). Kaplan was the marketing director, news editor, producer, news writer, and anchor for Israel National News TV (Arutz Sheva) from September 2002 to March 2007.

"My introduction to the law took place in South East Asia where I met Captain Wild Bill, an attorney who had been drafted, and was trying to make ends meet by teaching classes in business law. These classes were offered by University College, the University of Maryland, College Park. The year was 1968 and the place was Vietnam. I packed my textbooks into my backpack and went on with my work as a combat news reporter, moving from one hotspot to another covering the victories and the defeats of the Vietnam War. Over the years my thirst for learning never diminished. I took a first degree in 1974, the Masters in 1994 and the Doctorate in 1997. That didn’t stop me and I have gone on to take additional and postdoctoral studies at Oxford (1) and Queensland (2) and Open (3) Universities. Some of these legal studies include the Uniform Commercial Code and the Occupational Health and Safety Act (OSHA). From 1967 to 2007, I never had a year when I was not enrolled in college classes, that 40 year long quest prompted one of the faculty chairs at Mesa College to call me the "Poster Boy of Lifelong Learning. If I was not teaching I was learning."
Professor Snidecor is a member of the Legal Writing Institute and the Adjunct Professors Association. He recertified his teaching certificate in 2003.
